Started in 1972, as a community-based program by Carol Vittert in St. Louis, Missouri. In 1974, the first system-based program was created in district attorney’s offices in Milwaukee and Brooklyn. The Victim and Witness Protection Act (VWPA) of 1982 was enacted with the following goals: (1) enhance and protect the necessary role of crime victims and witnesses in the criminal justice system, (2) ensure the Federal government does all that is possible within limits of available resources to assist victims and witnesses of crime without infringing on the constitutional rights of defendants, and (3) provide a model for legislation for state and local governments.
