The lower prevalence figures are probably due to school personnel considering adaptive behavior or a broader definition of intelligence in addition to an IQ score to diagnose intellectual disabilities. In cases where IQ scores are in the 70s, many teachers and parents are more likely to favor a label of "learning disabilities" rather than "intellectual disabilities" because it may be perceived as less stigmatizing.
