Patrolling officers should be alert for signs that indicate the possibility or presence of illegal dumping of hazardous waste. Some of these signs are similar to the signs of a mass chemical attack, but in illegal-dumping cases the scale is smaller. The signs of illegal dumping are:
1. Suspicious discharges into waterways;
2. Discolored and dying vegetation that is unusual for the season;
3. Unusual number of dead animals, fish, and/or birds;
4. Unusual and persistent odors;
5. Odors that are accompanied by uncomfortable sensations (for example, burning) affecting skin, eyes, and respiratory system;
6. New activity by trucks at closed businesses or abandoned buildings or on secondary roads;
7. Tankers visiting waterways in which they might illegally dump their cargoes.
