(1) Problem – Presumption is always against change. In order to begin considering
changing policy, a person must prove that there is an exigence that needs to be resolved. (2)
Inherency – Structural or attitudinal barriers that currently prevent the problem from being
solved. Inherency is important for proving that the status quo cannot resolve the problem and
thus action is necessary. (3) Plan – the stated policy or course of action. Plans are important for
taking decisive action that can address the problems. (4) Disadvantages – these are the benefits
and problems of implementing the plan. People can use cost/benefit analysis to determine if the
benefits of the plan outweigh the costs.
