The Static-99 is a 10-item actuarial instrument created by R. Karl Hanson and David Thornton (2000). The items cover static, historical factors, such as the number of prior offenses, victim characteristics, and the offender’s age. It was developed on the basis of research with rapists and child molesters. There are questions as to its relevance to other sex offenders. The second most commonly used risk assessment instrument for adult sex offenders is the Sexual Violence Risk-20 (SVR-20), developed by Boer et al. (1997). The SVR-20 covers aspects of the offender’s criminal history and psychological characteristics. The items are designed to evaluate the risk for sexual recidivism and to help in case management.
