Describe and explain the challenges in using external evaluators from private consulting firms and agencies.
What will be an ideal response?
Research firms may not be readily available, particularly to agencies in less populated communities. When a firm is available it may not have the necessary experience or expertise in social sciences evaluation, or the principals may not have sufficient knowledge of the field of practice and would have to begin by learning about it. Private research firms may also be expensive. The firms established approaches and templates could save the agency money, but these may not fit the agency’s needs. When firms are integral parts of the professional community and have prior involvement with the agency, this may compromise its objectivity. Perceived “involvement” could cause some concerns if the firm desires an ongoing relationship with the agency.
