Ans: The model maximizes client involvement. First, the evaluator meets with stakeholders to gain their perspective. Based on the meeting, the scope of the project will be decided. The evaluator observes the program looking for evidence of how the program is operating and if there were any unintended variations. The evaluator will discover the stated and real focus of the project. The evaluator identifies problems and issues and develops an evaluation design. The evaluator must determine a means to collect the appropriate data. The evaluator then implements the data collection procedure. Once data are collected, the evaluator develops portrayals that communicate in natural ways. The portrayals may include presentation media. The evaluator decides which of the audiences will be allowed to see which of the reports. Bulleting is not acceptable; the question specifically stated what was required.
