The typical prisoner comes from an impoverished background. This means that he or she often lacks regular access to the most basic forms of medical, dental, and mental health care. In some cases (between 11% and 12% of the time), jail inmates and prisoners report that the quality and quantity of care that they receive in custody is superior to what they received prior to incarceration. Belief that inmates receive better healthcare than what prison staff can afford for themselves can lead staff to resent inmates and be reluctant to assist with their care. However, more than half of all inmates report that the care provided in custody is worse than what they received during the 12 months prior to custody.
