Describe the four new features of policing during the municipal police department era
What will be an ideal response?
First, they were formally organized with a military-like hierarchy; orders were issued from the chief at the top and carried out by officers on the beats below. Informally, though, except for riot control, patrol officers spent most of their time alone walking beats and acting on their own initiative with no orders; in this way, they differed from soldiers who acted in groups under specific orders. Second, the new departments were part of the executive branch of city government, not the courts as the constable/night watch system had been. Third, officers wore uniforms. Fourth, police practiced proactive policing, meaning they were supposed to prevent crime before it happened by going out looking for suspicious people and behavior.
