What will be an ideal response?
As the number of people who live or travel overseas for business, study, or vacation increases, so does the vulnerability to crime increase. As we have become more global and mobile, it is no longer possible to confine victim assistance to the borders of a particular country. Crime and victimization have become transnational, and countries must look beyond their national boundaries to share information, technology, and resources to assist victims and deal with emerging forms of transnational and international crimes. While victim-related policies and practices vary by country, there is much to be gained from sharing and exchanging experience at the international level. Globally, interest in the victims’ movement is still relatively new and international recognition of victimology is growing. The growth in the recognition of victims has been assisted by global initiatives from international organizations such as the United Nations, the World Health Organization, the International Migration Office, Doctors Without Borders, and Amnesty International to name only a few. In advancing the access to services for victims, international standards for victim assistance and victims’ rights need to be established by encouraging the adoption of the United Nations Declaration of the Basic Principles of Justice for Victims of Crime and Abuse of Power. Moreover, developing standards for those who work with victims need to be established and improved on, by providing international technical assistance and victim-related training materials, along with developing a database on evidence-based programs.
