The League of Nations failed for several reasons. First, it had incomplete support from the great powers. The United States refused to join, the Soviet Union didn’t join until 1933, and Germany and Japan left by 1933. Second, it was unable to provide credible security guarantees, and states ended up pursuing national security rather than collective security. For example, when Italy invaded Ethiopia, Britain and France didn’t pressure Italy too much because they were more concerned about Germany. Third, its disarmament schemes were utopian, since they lacked any credible security guarantees. An example is the Kellogg-Briand Pact, which sought to outlaw war, against which numerous states submitted reservations on the grounds of national security. Fourth, the principle of unanimity effectively meant that any aggressor state had a veto over collective security decisions. For example, when Japan invaded Manchuria, Japan vetoed the report condemning its actions and withdrew from the league.
