Identify the new statute promulgated by the U.S. Congress to respond to the Free Speech Coalition case. What was the statute designed to do? How was the statute designed to avoid the overbreadth problem of Free Speech Coalition? How was the statute received in U.S. v. Williams (2008)?

What will be an ideal response?

The response of Congress to the Free Speech Coalition case came through the enactment of an amended version of the law that had been invalidated. The new statute was known as PROTECT. It criminalized soliciting, distributing, promoting, or presenting images with the belief, or intent to cause another to believe, that they were depictions of minors. Congress designed the new statute to avoid the overbreadth problem of Free Speech Coalition; PROTECT did not include a ban on all virtual child pornography. In United States v. Williams, the Supreme Court found the subtle distinction between banning all virtual child pornography and those depictions intended to convince others that they were actual minors adequate to uphold the law.
