If any of the conditions in the previous answer is not met. In particular, a system that
processes only lengthy processor-bound jobs might produce better throughput when the jobs
are executed one at a time on a dedicated processor in sequence than when they are multiprogrammed;
the context-switching overhead in a multiprogrammed processor-bound system
would reduce throughput. The context-switching overhead also exists in an I/O-bound
system, but the point is that the I/Odevices can function in parallel with the processor(s).
