Why don't eclipses occur at every new Moon and full Moon?

The Moon's orbit is tipped a few degrees to the plane of Earth's orbit, so at most new or full Moons, the shadows miss, and there are no eclipses. For an eclipse to occur, the Moon must be passing through the plane of Earth's orbit.
