The UCR is currently being phased out and will eventually be replaced by the NIBRS. The NIBRS will strengthen the official reporting of crime through detailed information regarding criminal incidents in 22 broad categories of offenses made up of 46 specific crimes called Group A offenses. For each of the offenses coming to the attention of law enforcement, specified types of facts about each crime are reported. In addition to the Group A offenses, there are 11 Group B offense categories for which only arrest data are reported. The FBI is responsible for collecting data under this system. The National Incident-Based Reporting System (NIBRS), a more comprehensive and detailed reporting system, has been developed to address the limitations of the UCR program.
