What limitations are placed on the submission of evidence to the FBI laboratory?

The laboratory will not make examinations if any evidence in the case has been or will be subjected to the same type of technical examination by another laboratory or other experts. This policy is designed to eliminate duplication of effort and to ensure that evidence is received in its original condition, thereby allowing laboratory personnel to interpret their findings properly and ensure meaningful testimony and presentation of evidence in subsequent court cases. To more effectively and efficiently use its current resources, the FBI laboratory has a policy not to accept cases from other crime laboratories that have the capability of conducting the requested examination. If such cases are submitted by other crime laboratories and there are no special circumstances to warrant the submissions, the cases will be returned unopened and unexamined. This policy should not be construed as lessening the FBI laboratory's continuing commitment to the scientific training of state and local crime laboratory personnel, and it does not limit the laboratory's acceptance of cases from other crime laboratories when special circumstances prevail. Also, the FBI laboratory no longer accepts evidence from state and local law enforcement agencies regarding property crime investigations unless the cases involve personal injury or the offenses were designed to cause personal injury.
