What is the heat exchanger effectiveness?

The effectiveness of a heat exchanger is quantified by the definition that it is the
ratio of the actual heat transferred in a heat exchanger to the maximum
possible heat transfer. The maximum possible heat exchanger assumes that
both fluids are at their inlet temperatures and that the mass flow rate/specific
heat product is the smaller of the two streams.
