American high schools began as elitist, college-preparatory institutions, largely reserved for wealthy males, and then evolved into a rather disorganized mix of college-preparatory, terminal, and vocational courses. Seeing the need for change, educational leaders appointed The Committee of Ten, which concluded that both college bound and non-college bound students needed the same, college-oriented curriculum. This approach wasn't effective, so The Commission on the Reorganization of Secondary Education issued a report called "The Cardinal Principles of Secondary Education," which broadened the high school curriculum to include basic skills such as reading and math, vocational education, personal health, worthy home membership, civic education, effective use of leisure time, and ethical character. To accommodate these more applied goals, the commission proposed the idea of comprehensive high schools with different tracks for different students. The hope was that the diverse student body, separated into different tracks, would be integrated by sports and other extracurricular activities.
