Redundancy is built into the system. Due to separation of powers, it makes since that both executive and legislative branches would have similar organizations in place to address assist in policy. The Executive Office of the President duplicates some of the activities of the executive agencies. This can aid the president in being able to respond to constituencies or develop different programs, but it does establish a path of potential conflict within the executive branch. There is variation in the “publicness” of organizations. Some are clearly public entities, with full funding and staffing through federal agencies. Other organizations are as tied to the private sector as to the public sector. Some funding may come through fees for services. They may have their own personnel practices. While some board members may public appointees, others may come through the private sector. The extent of the “private-ness” of an agency may cause difficulties in presidential accountability.
