Answer: Intimate partner violence committed by military personnel is challenging due to the unique nature of military service. The first major issue is jurisdiction, since many families live outside of the military installation. Thus, civilian authorities may be the first responders and have jurisdiction over incidents that occur on installations. The military process for domestic violence is different in that it must be reported to the perpetrator's boss. This makes victims reluctant to report incidents of abuse for fear that it may negatively harm the partner's career. The Department of Defense established a policy with two different reporting options for victims and for intimate partner abuse: restricted reporting and unrestricted reporting.
