How does a fair share scheduler differ in operation from a conventional process scheduler?

What will be an ideal response?

A conventional process scheduler awards 100 percent of available processor time to all users on the system, where users complete for processor time on an equal basis. A fair share scheduler essentially partitions available processor time into discrete units; each unit is then awarded to individual users within a fair share group.
