What is a "grandfather clause?"

A grandfather clause is “an exception that allows an old rule to continue to apply to some existing situations when a new rule will apply to future situations.” This means that when a new rule is adopted, the old rule is still applicable to a certain set of people who were using, or a part of, the old rule before the new rule was in effect. One example would be the drinking age. In many states the drinking age was lowered to 18 and 19 when the 26th amendment was passed, but the drinking age act of 1984 raised it back to 21. The grandfather clause came in to effect with people who were old enough to drink when the 26th amendment was passed but still too young to drink when the drinking age act of 1984 was passed. These people were “grandfathered” in and could still drink and buy alcohol even though they weren’t of age yet.
