Public relations can be used for the public good while advancing private advantage. Alternatively, it can be used to manipulate the public interest or hide selfish commercial objectives. Most practitioners are very ethical. There are many PR examples in which businesses give back to customers and are good citizens within the community, as in the example of the water pollution issue in Flint, Michigan. Ethical and legal breaches of conduct led to the formation of the Public Relations Society of America (PRSA) in 1947 and its Code of Professional Standards in 1950. The code is framed as a self-directed teaching tool that expresses the "universal values that inspire ethical behavior and performance." PR practitioners should deal fairly and responsibly with both clients and the public, not harming the public interest.
