Why do a majority of jurisdictions refuse to allow a presumption as evidence?

If a presumption is classified as evidence, it may confuse the jury into giving the presumption as much weight as witness testimony and tangible evidence. By declaring that presumptions are not evidence, the law materially lessens the burden upon the jury, as the jurors may, with a clear conscience, give greater weight to evidence presented than to the deduction that must be drawn from a presumption.
