Quality leadership teams have long been promoted by quality gurus such as Juran
and Crosby. Juran advocated the use of steering committees, called quality councils, while Crosby suggested the use of quality improvement teams. Steering committees are responsible for establishing overall quality policy and for guiding the implementation and evolution of quality throughout the organization.
