Briefly explain the concept of consumer picketing
The second proviso to Section 8(b)(4 ) of the National Labor Relations Act allows the union to use "… publicity, other than picketing, for the purpose of truthfully advising the public" that the secondary employer is handling the product of the primary employer. Such publicity is legal unless it has the effect of inducing other employees to refuse to perform their services at the secondary employer's location. This proviso also allows the union to distribute handbills addressed to the public, asking the public to refuse to buy the primary product or refrain from shopping at the secondary employer to show their support to the unions.?
