Native American Indian reservations represent another area where federal protection failed to include domestic intervention and legal recourse for citizens. The Indian Child welfare Act of 1978 was an early attempt to meet the needs of Native American children. Through this act, Congress declared its commitment to the establishment of foster or adoptive homes that would reflect the unique values of Native American culture and promote the security of Indian tribal families. Exclusive jurisdiction was recognized for Indian trial courts in proceedings that involve Indian child custody.
