Although the police, prosecutors and the courts are concerned with controlling crime, too often these agencies develop their own priorities and goals. So called turf wars can develop between the police and the prosecutor's office. Additionally, communications can break down between the components. The agencies within the criminal justice system tend to be too rigid with respect to cooperation. The efforts of government agencies within the criminal justice system are seen as fragmented and many times duplicated. A lack of cooperation between components has lead to a criminal justice system referred to as a non-system.
