Describe some of the components that would contribute to an ideal negotiation scenario with a hostage taker

What will be an ideal response?

In reality, to successfully resolve a hostage situation, both teams—special weapons and tactics (SWAT) teams and crisis negotiation teams (CNTs)—must often work together.
A successful hostage-incident outcome is not possible without a well-coordinated strategy. The negotiator should have street knowledge and experience with hostage incidents. Face-to-face negotiations are ideal because they provide the best opportunity for gathering knowledge about and personally observing the hostage taker's reactions. An alternative is telephone contact, allowing for personal conversation and establishing rapport without the dangers of face-to-face contact.
