1. Non-whites, immigrants, and counterculture groups have historically been “scapegoats” for society’s problems – including drug and alcohol use. When use of substances shifts to “problematic groups” (i.e., the most stigmatized members of a society) the substance itself also becomes problematized or criminalized.
2. For example, opium became problematic when its use shifted from middle-class white women to immigrant groups.
3. Marijuana became problematic when its use became associated with the hippie counterculture.
4. Crack cocaine was widely used by economically disadvantaged non-white groups.
