What role did the Framers think public opinion should play in government?

What will be an ideal response?

The Framers believed that most citizens lacked the time, interest, and information to be active in public policy matters. Representatives of the people would serve "as a defense to the people against their own temporary errors and delusions." The public's opinion was subject to change often. However, public opinion that was not transient should influence public policy.
