Fragmentation occurs when the size of UDP datagram is larger than 1480 (from 1481). UDP datagram includes UDP header and UDP data. Because MTU of the Ethernet which is the payload of Ethernet is 1500, if we eliminate IP header 20 bytes, 1480 bytes are the actual size of UDP datagram. And the size of UDP datagram is described with two bytes, therefore, the maximum size which IP datagram can represent is theoretically 65535 and the maximum size of UDP datagram is 65515 excluding IP header.
