The frisk allows officers to ensure that individuals are who stopped are not carrying weapons that can be used against the officer.

A Terry stop is a brief investigative stop that may occur based on reasonable suspicion that a crime may have been committed. A frisk is a pat-down of a suspect's outer clothing to determine if they are armed; a frisk is valid as long as it occurs during a Terry stop. As long as a frisk occurs during a Terry stop, it is supported by reasonable suspicion that the suspect may be alarmed.
The societal purpose behind the stop and frisk is to ensure the safety of the officer and other civilians. If a suspect has recently committed a crime or is armed, they are considered a danger to others. An officer can do a stop and frisk to ensure that the suspect is not a danger to themselves.
