Only cells that have receptors either on their plasma membrane, or in the cytoplasm will bind to the hormone, causing the specific effect. So, although thyroid-stimulating hormone is secreted into the bloodstream, only cells of the thyroid have receptors for this hormone, and only these cells then respond.
