The poor are both agents and victims of environmental degradation. Governments in LDCs tend to take the “grow first, clean up later” approach. State capacity for environmental protection in LDCs is weak or nonexistent. Property rights and protections are absent in many LDCs. Globalization has also contributed to environmental degradation in LDCs. High rates of fertility and rapid population growth contribute to environmental problems in LDCs. Rising global consumption rates also contribute to negative environmental externalities.
