A complete answer should discuss the various forms of the veto and how they each contribute to the governor’s power. Finally, the governor’s informal powers should be discussed as sources of influence in the process. The governor’s limitations would include his or her weakness in the budget process, including the power of the Legislative Budget Board and the comptroller. In addition, the independent power of the lieutenant governor and the Speaker of the House should be mentioned. Finally, the fact that the governor does not control the executive branch of government could be seen as a source of weakness in his or her attempts to set a legislative agenda.
