Ans: Answer would ideally include: Action research advances the notion of teacher empowerment. When teachers and other educators take the initiative to systematically and critically investigate their own practice by collecting data and making informed decisions, they become much more empowered in the process of educational improvement. They begin to assume leadership roles--at least with respect to informed decision-making in their classrooms. This type of leadership and empowerment works in opposition to the traditional top-down administrative model. That is not to say that the decision-making and leadership skills of building- and district-level administrators are not needed--they are most certainly necessary for a school and district to function effectively--but a degree of control is returned to the classroom level when educators become empowered through an action research process.
