The number of terrorist attacks in the United States has declined since 2001, though fatal attacks have increased slightly since 2008; explosive devices remained the main types of
weapons used, and over half of attacks were aimed at damaging property. Attacks perpetrated
by individuals are also on the rise. Over half of the attacks were aimed solely at damaging property or rendering a system inoperable, and did not involve explosives. These types of attacks were mostly due to arson events perpetrated by extremist animal rights and environmental groups. The major targets of the attacks were businesses (making up a total of 62 attacks), followed closely by private citizens and property (59 attacks), and then government (43 attacks). Twenty-four percent of those attacks were perpetrated by the Earth Liberation Front (ELF), giving that group the distinction of having carried out the most terror attacks on American soil. the United States actually ranks near the bottom, internationally, of terror hot spots. In fact, in START data released in 2014 and covering global terror trends in 2013, the United States does not even rank in the report despite the bombings at the Boston Marathon in April of that year.
