They are useful to some extent, but a lot of individuals ignore them. This problem clearly weakens they usefulness. As to the situations where it is not appropriate, there appears to be few. If a husband is ordered to stay away from his wife because of the possibility of violence and the order is not needed; it does not hurt anything by being there.
