In what ways do the media serve the public interest? How is this function constrained?

Answers should discuss some of the following functions: promulgation of a free press, dissemination of information, agenda setting, fact finding, and being a government watchdog. Answers should discuss the importance of having a free and independent media in a small state and large society. Constraints such as deregulation, conglomeration, a public interested in soft news, and an increased motive for profits and ratings should be discussed.
