Student examples will vary, but should include the following main points. The answer lies in the message the sanctions send to the target country and to the rest of the world. Even though the sanctions themselves may not coerce the target state into changing their human rights, for example, it does send the message that the sanctioning countries disapprove. The United States and UN both levied sanctions against Sudan because of the ethnic cleansing of non-Arab Muslims and others in Darfur. More than actually expecting the conflict in Darfur to end, the United States and UN needed to send a message to the Sudanese government that it strongly disapproved of the treatment of its non-Arab inhabitants.
