How Germany treated Jews, Roma peoples (also known as Gypsies), homosexuals, and others was sufficiently horrible to lead others to say that such actions were wrong, regardless of whether they occurred within a state’s borders or not. As a result, in the neo-Westphalian system, governments are not allowed complete sovereignty, especially when they are involved in extreme human rights violations, such as genocide.
