Many LDCs lack savings which makes it impossible for them to finance economic growth and development. Aid has led to significant health improvements like the near eradication of smallpox and treatment of HIV/Aids. Critics argue aid has not been effective because it has not been large enough. New mechanisms for measuring effectiveness are improving the way aid is administered.
