The recommender must have had an adequate opportunity to observe the applicant in job-relevant situations, he or she must be competent to make such evaluations, he or she must be willing to be open and candid, and the evaluations must be expressed so that the potential employer can interpret them in the manner intended (McCormick & Ilgen, 1985). Although the value of recommendations can be impaired by deficiencies in any one or more of the four preconditions, unwillingness to be candid is probably the most serious.
