ANS: Essentially, the definition of meeting homeless criteria varies. In some cases, this does not mean literally a person on the streets with no shelter. It could be someone in temporary housing, staying with a relative, etc. In some cases, people are temporarily homeless such as the women and her children who are living in a domestic violence shelter. Therefore, in order to count the number of homeless, there must be an operational definition. Besides this, street homeless are hard to find, because they often get harassed by the police. In addition, there are few funds for counting homeless people, despite the fact that such counts are required by federal law.
