Instructional goals are defined as broad, general statements about what is to be learned. Learning objectives (often called performance objectives or competencies) are brief, clear, specific statements of what students should know or be able to do at the end of the course that they couldn't do before. It is recommended that learning objectives be expressed as outcomes for participants.
