Cybercrimes are often not enforced because of jurisdictional problems, the lack of information sharing among enforcement agencies, lack of technological resources and experience among local enforcement agencies, and resistance to devote time and resources to a problem in which most of the victims are outside any one jurisdiction. Many companies and individuals may also be reluctant to report offenses due to the potential for negative publicity. Criminals may encrypt data so that even if law enforcement seizes or intercepts the data, they will be unable to understand its contents or use it as evidence. Finding the true identity of criminals from online criminal conduct can also be a difficult task for investigators.
