The Bismarck model uses private health insurance plans, usually financed by both employers and employees. These plans cover everyone and the insurance companies do not make a profit. There is tight regulation of medical services and fees to contain costs. The National Health Insurance model is a government insurance plan that collects monthly premiums from every citizen and pays the medical bills.
