A CSIRT cannot be slapped together when an incident is discovered. There is much to do before the first incident is ever reported. Proper security policies and procedures must be in place. The institutions network and computers must be protected, via intrusion detection systems, anti-virus software, and encrypted communications. The employees or users should already be trained in the basics of safe and secure computing. Finally, the individuals that will make up the CSIRT must have the hardware and software tools they need to do their jobs when an incident occurs, as well as the appropriate authorization and documentation.
