The European alliance system that rose up against Napoleon was initially quelled with a peace accord in 1797 that ended continental fighting, with Napoleon controlling the "sister republics," although England remained at war by sea. This was short-lived, as war broke out again in 1799 when Austria and Russia joined forces against France, and Napoleon subsequently seized power of France from the Directory. Prior to his power grab, however, Napoleon continued to antagonize Britain in his campaign in Egypt, which subsequently brought Austria and Russia into a coalition against Napoleon in 1799 . Later, Napoleon's implementation of the Continental System reaggravated war with Britain and brought other coalition members back into action to limit Napoleon's gains. The next major escalation was in 1805 with the same three, and Napoleon managed to defeat Austria to bring about the formal end of the Holy Roman Empire. As he set out on a campaign to conquer much of the continent, Napoleon escalated wars and varying coalitions against him. Finally, after losing 85% of his forces to winter and conditions while fighting in Russia, he returned to France, tried to continue fighting against renewed alliances, but was forced to surrender in 1814 . Napoleon was exiled to the island of Elba, but managed to escape, regain troops and face off the Quadruple Alliance at Waterloo in 1815, leading to his complete and final defeat. This time he was exiled to the remote island of St. Helena, where he died after six years.
